The Geopolitics of Migration: People, Power, and Pressure

Around the world, human mobility is increasingly entangled with geopolitics. Migration, whether voluntary or forced, is not just a social or humanitarian concern, but a strategic instrument in international affairs. States are learning to govern, manage, and even weaponize movement across borders in pursuit of broader political goals. This talk explores how these dynamics unfold in the Middle East, a region where migration has long been both a response to crisis and a tool of statecraft. Drawing on years of research into migrant, refugee, and diaspora politics, Professor Gerasimos Tsourapas (University of Glasgow) examines how governments in the region use population mobility to shape foreign policy, maintain internal control, and recalibrate power relations. From Turkey’s negotiation tactics with the EU over Syrian refugees, to the Gulf’s calculated management of migrant labor, and the political balancing acts of Jordan and Lebanon with refugee populations, this presentation situates migration at the heart of Middle Eastern geopolitics and reveals how people on the move can shift the contours of regional and global power.
